The Duke of Newcastle
We are instructed by the Court of Directors of the "Agra and United Service Bank (Limited)" to beg the favor of your Grace forwarding out directions by the next Mail to Hong Kong, in reference to the Communication which they have received from the Lords of the Treasury, stating that they have informed your Grace that they are willing to withdraw their objection to the receipt of the Notes of the Bank by the Secretary of Hong Kong, provided the Bank will engage to submit to the regulations which are part of the Charter of Incorporation in the case of Colonial Banks, regarding the publication of returns of Circulation – the denomination of Notes issued - the maintenance of a reserve of Specie equal to one third of the circulation, and the inspection of the reserves by the Government.
We are also instructed to state that the Court of Directors have signified their consent to the Conditions imposed by the Lords of the Treasury, and to urge, as a ground for their desire for dispatch, that the objection to the receipt of the Bank's Notes by the Treasury at Hong Kong, has been the cause of serious loss to the Bank and of great anxiety to the Court of Directors.
